PCIA NEWS
GOVERNMENT AFFAIRS UPDATE
The FCC’s Acceleration of Broadband Deployment Report & Order that PCIA and SWAP welcomed last quarter was published in the Federal Register on January 2, 2015. Based on this publication, we now have the effective dates of the new rules. The rules not implementing Section 6409(a) became effective on February 9, 2015 except for Section 17.4(c)(1)(vii), which codifies the existing waiver for temporary towers.  The new rule implementing Section 6409(a) (Section 1.40001) will become effective on April 8, 2015, except for Sections 1.40001(c)(3)(i), 1.40001(c)(3)(iii), and 1.140001(c)(4). These sections include provisions addressing the tolling of time frames for review of eligible facilities requests and the failure to act by local jurisdictions (deemed granted). Sections 17.4(c)(1)(vii), 1.40001(c)(3)(i), 1.40001(c)(3)(iii), and 1.140001(c)(4) contain new information collection requirements and require approval by the Office of Management and Budget (OMB). The FCC will publish documents in the Federal Register announcing OMB approval of these rule provisions and the relevant effective dates.

Though most of the rules in the Broadband Acceleration Order have become effective, the Order was challenged in federal court in one lawsuit by Montgomery County, MD and a second lawsuit by the city of Bellevue, WA; the cities of Los Angeles, Ontario, Redwood City, and San Jose, CA; and the Texas Coalition of Cities for Utility Issues and McAllen, TX. The two lawsuits were consolidated and will be heard in the U.S. Court of Appeals for the Fourth Circuit. No additional appeals will be heard as the deadline to file an appeal was March 9, 2015. PCIA is following the developments in this challenge closely and will continue efforts to assist localities in successfully implementing the Broadband Acceleration Order.

Moreover, PCIA played a leadership role in the December 2014 formation of the Broadband Acceleration Implementation Working Group, the group of industry and state and local associations (which includes NATOA, National League of Cities, National Association of Counties, and CTIA—The Wireless Association, along with PCIA) that have been working on crafting voluntary educational materials and models to ensure that local governments are able to understand and effectively implement the new rules in the Broadband Acceleration Order. The Working Group released two implementation framework materials this quarter: (1) a model ordinance chapter to implement the FCC’s rules regarding Section 6409(a) Eligible Facilities Request applications and (2) an application checklist. Representatives of the Working Group presented these materials at the National League of Cities’ Congressional City Conference in DC on March 10, 2015 and will present the materials at SEATOA’s 14th Annual Broadband & PEG Conference on March 31, 2015. The materials will also be presented at PCIA’s own Wireless Infrastructure Show April 28-30, 2015 and in additional webinars to be announced. PCIA received positive feedback on the usefulness of these materials. The Working Group will continue to consider other resources for the toolkit, including best practices for siting facilities. We will keep you informed as to the Group’s progress.

HETNET FORUM
New Members
Three new members joined the HetNet Forum in the first quarter of 2015:

Eco-site
Eco-Site has turned decades of urban real estate and wireless industry expertise into new business opportunities for public and private property owners, as well as wireless carriers. They work with redevelopment organizations, public jurisdictions, rights-of-way owners, commercial property developers and landlords.

Participation

The HetNet Forum and its members AT&T, CommScope and the University of New Mexico attended the ACUTA (higher-education ICT trade association) winter conference to speak on “The Speed of Change: The Impact of Mobile Technology Changes.” The presentation is available on the HetNetForum website.  The HetNet Forum is also set to speak at ACUTA’s Annual Conference in Atlanta later in April. That presentation is on “The Wireless Technology Roadmap: A Trip into the Future.”

The Forum and its members are also giving presentations at the Campus Technology Forum on April 8 in Long Beach, Calif.  The presentation is titled “Tackling the Mobile Data Tsunami with Cellular and Wi-Fi on Campus.”  Finally, the HetNet Forum will participate on the Wifi/DAS/Small Cell Panel at the upcoming New York State Wireless Association Wireless Forum 2015 on June 17 in New York City.


STATE ASSOCIATION UPDATES


2015 South Wireless Summit 
Over 600 people gathered in Nashville, TN for the 2015 South Wireless Summit making it the most successful event to date.  Attendees enjoyed three days of networking with industry colleagues from all over the United States, learning from the distinguished speakers/panelists at the educational sessions and interacting with representatives from the 34 companies that exhibited at the event.

The event kicked-off on Monday, March 16 with the WWLF Bowling Tournament where 180 bowlers literally took over Hermitage Lanes.  Although the competition was fierce, only Irsan Tisnabudi and Leslie Freeman brought home the trophies and bragging rights for winning the individual male and female titles.  Congrats to them both!

The evening continued with a Social followed by the opening of the Exhibit Hall.  Attendees then had the pleasure of listening to Keith Anderson entertain the crowd for hours. 

Tuesday started with the opening of the Exhibit Hall at 8:30 a.m. and a scheduled filled with nine informative speaker/panel educational sessions including:

Tuesday evening, the crowd headed to downtown Nashville for an Industry Social and to celebrate St Patrick’s Day.

The Summit concluded on Wednesday with a Clay shoot at the Nashville Gun Club.  Again, the competition was strong but only Katie Miller and Kerry Gordon took home the gold – or in this case, the first place tambourines. 

The South Wireless Summit Committee would like to thank all the Sponsors, Exhibitors and Attendees for helping make this event a huge success.   Steve Nicley would like to thank the 36 members of the various State Associations that have been working hard to make the Summit a success since Fall of 2014. 

The Summit will again take place in March in 2016.  Stay tuned for more information on dates and venues which will be available shortly.

Recent Event Success & Charity Statistics
The Carolinas Wireless Association (CWA) held its' 10th Anniversary Member Meeting & Celebration on March 5 in Raleigh .  Attendees braved the harsh weather conditions to enjoy a presentation on the history of the association from President, Danny Agresta, which included the introduction of the Founding members.  Danny also spoke about the future of the association while everyone sampled delicious Italian cuisine and networked with colleagues. 

The event was attended by about 80 industry professionals. There will be more networking events in 2015, so be sure to check the website frequently for updates.

Upcoming Events & Registration Information
The CWA will hold its' 10th Annual Charity Golf Tournament in Pinehurst, NC on May 21.  CWA is pleased to announce that once again, there is a limited opportunity for attendees to play on the famed Pinehurst #2 championship golf course.  Spots are filling up quickly and sponsorships are selling fast, so do not delay if you are interested in playing in or sponsoring this great event.  Contact Mitzi Parker for registration and sponsorship information.  We hope to see you in May!


Recent Event Success & Charity Statistics
The Illinois State Wireless Association (ILSWA) held its 8th Annual Holiday Social & Casino Night on December 3.  The evening was attended by over 300 members who donated hundreds of gifts to Toys-for-Tots.  In addition, funds were raised for ILSWA's charity, Misericordia Heart of Mercy.

Education Updates & Article Submission 
ILSWA has officially launched its Sponsorship Program, granting scholarships to seniors graduating from Illinois High Schools. Visit the website for details.


Recent Events & Charity Statistics
In 2014, the Missouri-Kansas Wireless Association (MoKan) was able to donate over $20,000 to various organizations thanks to our generous sponsors and members.

This year, we hope to donate even more and are pleased to announce that our Annual Member Event hosted on January 29, 2015 allowed us to donate the $15,000 proceeds to the following local charities:

* Gordon Parks Elementary
* Community Village of Lawrence

Recent Event & Charity Statistics
The New Jersey Wireless Association (NJWA) held its 1st Quarter Educational Event on Thursday, March 12th in Morristown, NJ.  Over 200 attendees heard from one of the Telecom industry's leading financial analysts, Jennifer Fritzsche of Wells Fargo Securities, regarding the direction and growth of the industry in 2015 and beyond.  The presentation was followed by a professional networking reception.

The New York State Wireless Association (NYSWA) is pleased to announce Wireless Forum 2015!  The Forum is scheduled on June 16 & 17 in New York City at Chelsea Piers - a premier event space located on the Hudson River and overlooking the NYC skyline in lower Manhattan.

NYSWA’s Forum actually consists of three (3) separate events over the two (2) days including a DAS Infrastructure Tour of a unique Manhattan mixed use high-rise and an Opening Reception on the 16th followed by the Forum and Closing Reception on the 17th. The Forum also boasts a robust Exhibitor Hall with plenty of time over the two days for networking. Over 350 attendees are expected making this the largest single networking opportunity of its type in the Northeast.

The conference is a unique gathering of wireless industry representatives in both the public and private sectors. This year’s conference will provide an opportunity to discuss some of the important issues facing our industry including the deployment of WiFi, DAS, and Small Cell technologies, changes to Regulatory Policy, trends in M&A and Capital Investment, and how 5G affects our wireless eco-system.

Attendees include Municipal Representatives at the Federal, State and Local levels, as well as colleagues across a wide swath of our industry including public safety, utilities, carriers, tower companies, infrastructure providers, infrastructure manufacturers, as well acquisition, lighting, environmental access, construction, legal and more….all experts in their field.  

This year’s Forum will also host a diverse and distinguished group of experts for each of the four (4) Educational Sessions. The Forum, which happens every other year, promises to be an exciting and informative event!

Holiday Social
What a Fabulous Holiday event for 2014! Tis the season to give back to our wonderful supportive members and reflect on the accomplishments of our teams! There was heavy competition on the racetrack and weather was accommodating this winter for the pace car drives and driving school provided by Team Texas High Performance Driving School and Texas Motor Speedway Pace Car Rides! 

Previous to the driving experience, WWLF hosted an engaging speaker with hors devours and the presentation, "Snack on This! How to Be a Powerful Presenter" – by Lynne Wiklander of ECG. To cap off the evening, directly after dinner, The Big Daddy Band was back for a great night of music and dancing. Check out the pictures on our website!

Charitable Contributions
As we reflect on 2014, the board would like to extend a very special thanks to each of our participating members, partners, and sponsors who made it possible for the Texas State Wireless Association (TXWA) to give $60,000 to the charities below: 

    • $30,000 to Operation Finally Home which is dedicated to building homes for wounded, ill or injured veterans, surviving spouses and their families.
    • $13,000 to the Texas A&M iTEC Internship Program which is the Internet Technology Evaluation Center testing the FirstNet 4G LTE network.
    • $10,000 to the Hubble Foundation which provides scholarships to the children of fallen workers, their widows, widowers, and assistance to family members.
    • $4,000 in college scholarships given to family members of a TXWA member.
    • $2,000 to HACEMOS which supports students of Hispanic heritage achieve college degrees.

Spring Scholarship Winners ($2000 each)
Branden Kean

Branden Kean is one of our three top scholarship winners this Spring Semester. Branden attends Richland Community College where he is working on his Bachelor of Science in Business Management. Since serving overseas in the United States Military in the Marine Corps, Branden has now been able to focus more on his wife and family of two as well as his future. His family was his main motivation in finishing up his degree and his main hobby is spending time with them. Branden’s essay on “How has the Wireless Industry affected my Life” really gives a shout-out of appreciation to all of us who work in this industry to make things possible that were impossible before wireless technology. On behalf of TXWA and everyone associated, we would like to give a loud “OORAH!!!” to Branden and his support team, “his family.” Congratulations!
 
Alexus Gandara
On behalf of the TXWA, the Scholarship Committee would like to congratulate Alexus Gandara on winning the 2nd $2,000 Scholarship for the TXWA 2015 Spring Semester. Alexus is a sophomore at the University of Texas @ Arlington (UTA) where she is majoring in Philosophy with an emphasis in Pre-Law. She stays very busy not just with her studies, but by being involved in many organizations and helping out in different community service events. In what little spare time she has, she enjoys hobbies such as dancing, reading, volleyball, and soccer. Congratulations to Alexus and best of luck in her continuing studies.
 
Wendy Salgado
Congratulations goes out to Wendy Sagado for winning the 3rd $2,000 TXWA 2015 Spring Semester Scholarship. Wendy is from Houston and is attending Lone Star Community College where she is majoring in Civil Engineering. Wendy has also been working in the wireless industry since August of 2013. She enjoys reading and playing soccer in her free time. TXWA is proud to be able to award this scholarship to Wendy, and we wish her nothing but the best in her future studies and endeavors.    
 

Future Goals
This year, TXWA will focus on the scholarship program to ensure we award Texas college students in the telecom field of study. TXWA has partnered with A&M to give students an opportunity to be part of our ever changing industry now and in the future. It is important to continue to bring in the bright youth of tomorrow. Please help us to make 2015 a great year and Texas Strong! Cheers to all and see you in the spring!

Advocacy & Regulatory Updates
On January 22 and February 12, the Wisconsin Wireless Association (WiWA) President Jeff Roznowski gave a wireless infrastructure overview, highlighting Small Cells, to two Wisconsin DOT regional utility conferences, with a combined audience of over 400 utility and DOT engineers. It was an excellent opportunity to partner on how the wireless industry can work with these two industries with their Right of Way and Pole attachments. Thanks to WiWA member Troy Brumfield of WE Energy for the opportunity.

Recent Event Success & Charity Statistics
A record crowd of over 100 revelers took to the streets of downtown Milwaukee on December 4 for the 7th annual WiWA Holly Jolly Trolley tour. The traditional end of year gathering celebrated the success of our industry and raised money for the Pediatric Bag project. Thanks to Board Secretary Michelle Phaneuf of Nexius for her leadership in organizing this event

WiWA is proud to congratulate returning Board member, and new Treasurer, Tom Scherer of Pieper Electric, and new Board member Michelle Jackson (MJ) of US Cellular, both of whom were recently elected to the Board. And we gratefully say good bye to one of our co-founders and first President, Sarah Schaaf, who stepped down from the Board after seven years of exemplary service to WiWA.
