-As director of the HetNet Forum at PCIA- The Wireless Infrastructure Association, Tracy Ford works with members on strategies and programs to continue to advance DAS as a viable compliment to traditional macro cell sites and a solution to the deployment of wireless services in challenging environments.

I am excited to welcome the Maryland/DC Wireless Association as a new member of PCIA at the SWAP membership level! They join New York, New Jersey and the Carolinas as the first associations to become members since the program launched last year. The Wireless Infrastructure Show in Hollywood, FL was a huge success, with over 2300 industry colleagues in attendance! I enjoyed seeing many of you and hearing your great ideas regarding how to better serve the State Wireless Association community. I always appreciate the input! Finally, a big thanks to all of the State Wireless Association members who helped staff the SWAP booth during Exhibit Hours. Your continued support is appreciated!

Government Affairs Update
This quarter, PCIA and SWAP continued working to help implement and defend the FCC’s 2014 Infrastructure Order. On May 18, the Office of Management and Budget approved the remaining rules implementing Section 6409(a) of the Spectrum Act. Included in that approval were Sections 1.40001(c)(3)(i), 1.40001(c)(3)(iii), and 1.40001(c)(4), addressing the tolling of timeframes for review of eligible facilities requests and the failure to act by local jurisdictions (deemed granted remedy).

On June 8, PCIA and CTIA filed a joint intervenors brief in the Fourth Circuit Court of Appeals defending the Infrastructure Order, which was challenged by a group of municipal petitioners led by law firm Best Best & Krieger. In the brief, PCIA and CTIA argued that (1) the Infrastructure Order is a targeted remedy to address state and local obstruction of infrastructure siting, and is critical to achieving the national policy goals in Section 6409(a); (2) as the expert agency charged with implementing Section 6409(a), the FCC’s statutory interpretation is entitled to deference; and (3) both Section 6409(a) and the Infrastructure Order are constitutional. We expect oral arguments to take place this fall.

Further, PCIA and a working group of municipal organizations continued progress toward additional model materials to help municipalities implement the Infrastructure Order, which we expect will be available for release soon.

On the state legislative front, PCIA applauded the passage of legislation in Iowa and Indiana that streamlines the siting of wireless facilities. In Iowa, the Iowa Cell Siting Act (House File 655): (1) limits application fees and materials; (2) codifies the FCC’s Shot Clock timeframes with deemed granted remedies in cases of local inaction; (3) requires lease agreements for siting on public lands to be market rate with 20 year terms; and (4) improves access to utility poles for communications facilities. In Indiana, House Bill 1318: (1) sets common definitions for terms, including a PCIA-crafted, volume-based definition for small cells; (2) limits application fees and materials; (3) codifies the FCC’s Shot Clock timeframes with deemed granted remedies in cases of local inaction; and (4) improves access to rights-of-way for communications facilities. PCIA is also tracking pending legislation in California, where proposed Assembly Bill 57 codifies the FCC’s Shot Clock timeframes with deemed granted remedies in cases of local inaction.

HetNet Expo
HetNet Expo is set to take place October 27 & 28 at the Millennium Biltmore in Los Angeles, California. HetNet Expo will offer two days of comprehensive programming on both indoor and outdoor small-cell, Wi-Fi and DAS solutions and unique case studies to nearly 1,000 attendees from across the wireless ecosystem. Our audience includes wireless operators, IT venue managers, third-party neutral host operators, system integrators and OEMs that are building out today's wireless networks.

The Call for Speakers for the 2015 HetNet Expo is now open. We invite you to submit a proposal to speak at one of our sessions. To be considered for a speaking slot, proposals and speaker information must be received through this web-based form. The deadline to apply is July 10.

Tracy Ford, Director HetNet Forum, moderated the panel “WiFi/DAS/Small Cell - Wireless Disrupters or Natural Evolution?” at the recent New York State Wireless Association Wireless Forum on June 17 in New York City. Other HetNet Forum members on the panel included Mike Whitley of ExteNet Systems, Ezra Hug of AT&T and Allen Dixon from H&M Networks.

The HetNet Forum and its members presented at several other events this quarter including:

* The Campus Technology Forum in Long Beach (“Tackling the Mobile Data Tsunami with Cellular and Wi-Fi on Campus”)
* CAACUTA’s Annual Conference in Atlanta
* TIA Inside the Network event in Dallas


Recent Event Success & Charity Statistics
The 12th Annual Alabama Wireless Association (AWA) Charity Golf Classic presented by Crown Castle and SMW Engineering was held on Thursday, June 11 at Oxmoor Valley Golf Course in Birmingham, AL. The course, which is part of the legendary Alabama Robert Trent Jones Golf Trail, provided a challenge to all 155 golfers and lived up to its reputation.

Proceeds from the Tournament will benefit The Bell Center for Early Intervention Programs. The Bell Center is a non-profit agency serving families throughout central Alabama. Since 1984, The Bell Center for Early Intervention Programs has provided quality early intervention services in a center-based program in Birmingham. Here, infants and toddlers at risk for developmental delay receive services from trans-disciplinary teams which include a physical
therapist, an occupational therapist, a speech-language pathologist and an early childhood special education teacher as each child works on specific individual developmental goals.

Through the continued support of the wireless community, the AWA has been able to raise $20,000 for The Bell Center this year. Over the past ten years, the AWA has helped raise over $136,000 for The Bell Center and other charities in the area. We invite you and your company to be a part of this Tournament in the future so AWA can continue to provide support to the families and children of central Alabama.

Wente Vineyards
The California Wireless Association (CALWA) hosted a successful event on May 14 at Wente Vineyards in Northern California. It was a great day of golf, education, and networking.

The luncheon, where Taron Gupta from Google Fiber Team spoke on vendor deployment challenges, was "standing room only." David Cohen, PhD, RPA, Senior Cultural Resource Specialist and Senior Regulatory Compliance Manager at Caldwell Compliance also presented on preserving history, culture, and the environment in the wake of H-Net expansion and data offloading.

The evening concluded with a networking social in the wine caves. An incredible day that would not have been possible without the generosity and support of our sponsors.

Summer Social
CALWA kicked-off the summer with a social networking event in Southern California on June 18 at Javiers-Cantina in Newport Beach. More summer events are planned, so be sure to check the website for details.

Recent Event Success & Charity Statistics
The Carolinas Wireless Association (CWA) held its 10th Annual Charity Golf Event once again in Pinehurst at the Resort & Spa on May 20. We welcomed 326 golfers on three of Pinehurst’s most beautiful courses, with 38 getting to play on the famed Pinehurst #2. The activities kick-off with a social the evening before at the Donald Ross Grill where everyone enjoyed great food while networking with colleagues.

While the golf and networking event was fun and well-attended, the real success was being able to present a check in the amount of $22,500 to Chad Coltrane, President & CEO of our charity partner, Victory Junction. This is our fifth year supporting this great organization and it was really special to have Chad and Ethan Hodge, a Victory Junction camper, at the event to accept the donation. This was our largest donation since the CWA was formed 10 years ago and was only possible due to the incredible commitment we have from our members, volunteers and generosity of our sponsors.

Advocacy/Regulatory Updates
Iowa Passes Statewide Tower Siting Rules
The State of Iowa has passed a “uniform state rules” to govern how local governments handle applications for cell tower sites. The bill will forbid cities and counties from requiring companies to show there is a growing customer demand in the area or require the companies to remove existing towers before adding more. The bill will also give the cities and counties 150 days to make a decision about a tower application, and after that timeframe, if no decision has been made, the application will automatically be approved.

The New Jersey Wireless Association (NJWA) held their 9th Annual Charity Golf Outing on June 2 at Forsgate Country Club in Monroe Township. The sold-out event was played in “British Open” style weather, but that did not dampen the spirits of the participants or spectators on the course. An awards ceremony followed play and a great time was had by all.

Recent Event Success & Charity Statistics
Over 400 industry professionals attended New York State Wireless Association’s (NYSWA) bi-annual Wireless Forum 2015 held on June 16 & 17 in New York City at Chelsea Piers! The sold-out, two day event offered a DAS Site Infrastructure Tour, Opening Reception, Educational Sessions, Exhibitor Hours and a Closing Reception. It was a huge success with attendees from around the Country.

The activities kicked-off with a DAS Site Infrastructure Tour at the New York by Gehry building in lower Manhattan. Attendees were escorted through several floors of the building that included a trip to the roof to view the beautiful skyline. Thanks to ExteNet Systems and Forest City Ratner Companies who sponsored the tour and made it possible for almost 100 participants to see this amazing building and its DAS wireless network.

Next, the Opening Reception, sponsored by AMP Communications at Tao Downtown, provided a great networking opportunity for over 250 industry colleagues. The sold-out crowd enjoyed a fun atmosphere and delicious food for several hours in the city that never sleeps!

Jonathan Adelstein, President & CEO, got the Forum started by delivering the opening breakfast keynote, followed by Jim Young, COO of Crown Castle for the luncheon keynote. The closing keynote of the day was Jessica Zufolo, Director of Federal Grants Strategy & Coordination for FirstNet followed by a closing cocktail reception on the terrace overlooking the Hudson River.

Between the keynotes the day was filled four educational panels: National, State and NYC Policies Driving the Wireless Sector, 5G & Beyond: Emerging Technology, WiFi/DAS/Small Cell - Wireless Disrupters or Natural Evolution and Financial Trends and Forecasts for Wireless Services and with visits to the Forum Exhibit Hall.

New this year, is an opportunity to help Habitat for Humanity at their Donation Processing Center in Columbus, OH for a few hours before the Social on Thursday, August 12. Volunteers are needed to help unload donations, help customers load their purchases into their vehicles, assist ReStore staff with marking the price on items and organizing merchandise in various departments of the ReStore.

Working in the ReStore is a hands-on experience in a warehouse atmosphere, so they do require that volunteers dress accordingly. Volunteers will want to wear comfortable clothing that they do not mind getting dirty or possibly damaged. Volunteers must wear soled shoes (work boots or tennis shoes). Absolutely no open toed or open heeled shoes are permitted.

The Pennsylvania Wireless Association (PWA) hosted their Spring Shoot on June 8 and it was a terrific success! Over 100 participants had a great time testing their shooting skills and networking with colleagues. The best part though, was being able to donate the proceeds to our favorite charities!

The Texas State Wireless Association (TXWA) Spring Social & Charity Golf Tournament was held on April 8 & 9 in Dallas and a great time was had by all. We would like to extend a big TEXAS thank you to the TXWA Networking Committee, all of our generous sponsors, volunteers and participants who helped make this event a huge success! Proceeds from the event will be used to award two (2) college scholarships in the amount of $3,000 each and TXWA will be presenting a donation in the amount of $20,000 to Operation Finally Home. Once again, because of our great members we are able to do great things. Recent Event Success & Charity Statistics
The Wisconsin Wireless Association’s (WiWA) annual telecom education conference in Madison featured “FirstNet: Enhancing Public Safety with Wireless Networks.” Jeremy Zollo of FirstNet provided a great keynote address to an industry and government audience of 110.

In addition to Mr. Zollo, other panelists included Sheriff Matt Joski & Tom Czaja of the Wisconsin Interoperability Council; Kevin Lemke of Motorola; and Steve Dubberstein of Communications Service. They discussed topics such as need, technology, deployment and collaboration.
